Mr. Quinn is a partner in both the government and litigation practices at Manatt, Phelps & Phillips LLP and serves as chair of the federal regulatory and government practice group. He also guides clients through governmental investigations and provides strategic crisis-management advice. Companies and individuals have routinely turned to Jack for help addressing the challenges—and opportunities—at the intersection of law, public policy, politics and communications. He was the founder and Chairman of Quinn Gillespie & Associates, LLC, a public affairs firm specializing in providing government relations and strategic communications services to a wide range of clients including prominent companies in the fields of high technology, energy, financial services and insurance, telecommunications, health care and others.  

He is a co-author of Bloomberg BNA Corporate Practice Portfolio Series No. 103, Corporate Compliance: Building a Word-Class Borderless Ethics Compliance Program.  This portfolio volume discusses best practices for establishing a general compliance program and complying with U.S. regulatory regimes. In particular, the authors discuss the key components of a compliance program, benchmarking mechanisms for the program and how to structure internal oversight of the program. This portfolio also examines related issues, such as how to train employees on compliance efforts, how to audit the program, and how to investigate and remediate issues that arise as part of compliance efforts.
