Alice Lam is a senior manager at Manatt Health Solutions, guiding clients through the legal, regulatory and political challenges of Medicaid, the Children's Health Insurance Program (CHIP) and other public coverage programs, as well as working on projects focused on using health information technology to improve health care quality. Her areas of focus include: state implementation of federal health reform; public health insurance program eligibility, enrollment, and financing; and health information exchange (HIE) and health information technology (HIT).

Prior to joining Manatt, Ms. Lam served as a legislative analyst and Presidential Management Fellow (PMF) with the U.S. Department of Health and Human Services, Centers for Medicare & Medicaid Services (CMS), conducting legislative, economic, and policy analyses related to Medicaid, CHIP and the low-income Medicare programs.

Ms. Lam holds a B.S. in cognitive science from the University of California, Los Angeles and an M.P.A. in health policy and management from New York University.

She is a co-author of the Bloomberg BNA Health Law & Business Portfolio Series No. 2350, Affordable Care Act Implementation: Regulations, Models and Implications.
