Colleen Theresa Brown is a partner in the Washington, D.C. office of Sidley Austin LLP. Ms. Brown focuses her practice on civil, criminal and constitutional litigation, internal investigations, and privacy and information law. She has significant experience on privacy and data protection compliance, litigation and regulator enforcement actions, including those focused on information security, incident and data breach response.
Ms. Brown's compliance counseling experience includes risk management, corporate data protection and privacy programs, privacy by design, privacy policies, international data collection and cross-border transfer, electronic surveillance, trade secrets, social media, cloud computing, online brand protection, diligence for transactions involving information assets, and e-commerce. She also has significant experience in counseling and strategy under CAN-SPAM, CFAA, COPPA, ECPA, ESIGN, FOIA, GLBA, HIPAA, the Privacy Act, TCPA, Unfair and Deceptive Trade Practices, state privacy and common law claims including defamation and privacy torts, privacy regulations and enforcement in federal agencies including the FTC and FCC, and industry self-regulation on privacy matters, including those related to online advertising and PCI DSS compliance.
Ms. Brown earned her B.A., summa cum laude, from Loyola College and her J.D. from the University of Pennsylvania Law School.
She is a co-author of Bloomberg BNA Privacy & Data Security Practice Portfolio Series No. 515, Privacy and Security Issues in Cloud Computing.
